I regret that I have to report great damage to life and property caused by a viclent typhoon which lasted for two hours this morning. Of European owned vessels there are ashore about fifteen steamers including
His Majesty's Ship
Phoenix, British steanera
Monteagle and another, two French torpedo boat destroyers, soven German and three American vessels.
There are
also sunk grounded or damaged about ten river steamers, twenty launches, and a large number of cargo boats, lighters, etc. The Harbour Master estimates that about half of the Chinese launches, junks and small craft
have been destroyed. I regret that this means immense loss of life among the Chinese. I only know so far
about six European fatalities. The destruction in
property is mostly in wharvos and piers. I will arrange to give relief as far as possible to the
sufferers.
